India is never "ready". Roads are dug to fix a pipe then fixed, but then dug again for some other reason — perhaps employment generation.
Is the statement. "Work in Progress for a Better Tomorrow" then mere optimism or a reality? Perhaps the Work is in Progress but there might not be a better tomorrow due to progress and hence development and hence pollution. Or there may not be "Work in Progress" actually happening and so we might have a "Better Tomorrow".
